City Attorney Joe Vondren explained the background for several Shawnee Twin Lakes cabin‑site leases that are financially delinquent — each had received multiple staff notices and certified mail from the city attorney's office. He told commissioners the leases are delinquent in excess of one year's payment and that code‑enforcement issues exist on some tracts.
Vondren said staff exhausts administrative remedies before bringing terminations to the commission and described the process for leasehold improvements: after an affirmative vote the tenant receives notice and 30 days to remove removable improvements; permanent structures would revert to the city.
One commissioner moved to defer action for 30 days to allow collection and remediation; that motion failed. The commission then voted to terminate lease number 5176 (item 9) by a 4–1 margin. For lease number 009801 (item 10) the commission approved revocation (motion carries reported as 4–2). Item 11 recorded no action.
Commission discussion referenced the cost of demolition versus attempting to collect back rent and fines, and the possibility of relisting lots if the moratorium on lake lot leases is lifted.
The city did not specify immediate demolition plans; staff said they would notify leaseholders after affirmative votes and provide the 30‑day removal window for personal property, then handle permanent structures consistent with lease terms and local ordinances.
