Mark Stricker, the enterprise zone administrator, presented a first-draft rules-of-procedure packet intended to supplement the zone’s intergovernmental agreement. Stricker said the draft clarifies how the zone will comply with the Open Meetings Act and recommended designating the enterprise zone administrator as the zone’s FOIA officer so that public-record requests for zone materials are routed to the administrator rather than the county clerk’s general records.
Stricker described several items the draft addresses: baseline meeting frequency (he proposed at least two meetings per year and recommended quarterly meetings), clarification of officer election timing (he noted the board’s officers were elected to two-year terms last year and discussion favored keeping two-year terms for continuity), and the potential to adopt an operational guide for day-to-day coordination among designated municipalities and the administrator. He emphasized that the intergovernmental agreement (IGA) would remain the controlling document and recommended attorney review before adoption.
Board members discussed continuity for mayoral designees, whether officer terms should be one or two years, and how the proposed rules would interact with referrals and the IGA. The board agreed to circulate the draft by email, solicit municipal input and consider adoption at a future meeting after legal review. The administrator also proposed proposed FY2026–27 quarterly meeting dates (Aug. 19, Nov. 4, Feb. 17 and May 19) and agreed to distribute calendar invites and updated contact information for board members.
