Des Moines County supervisors approve claims, road-speed resolution and subdivision; adopt pre-disaster mitigation plan

At their Dec. 16 meeting, the Des Moines County Supervisors approved several routine but consequential items, including payroll and claims, local traffic-signing, land-use approval and a required hazard-mitigation plan.
The board approved accounts payable claims totaling $621,057.22 after a motion and second.
Supervisor Bridal Carter presented resolution 2025-60 to formalize a speed-limit approach near the new Minneapolis Road interchange, including 25-, 45- and 55-mph transitions; the board approved the resolution and staff will install signs when materials and weather allow. The board also approved resolution 2025-61, the final plat for the one-lot J & N Homestead Subdivision in Sperry, subject to standard conditions including septic permits and secondary-roads entrance permits.
Shannon, emergency management, briefed the board on the county’s updated pre-disaster mitigation plan. The plan — required to be updated every five years — identifies local hazards, mitigation strategies and preserves the county’s eligibility for federal mitigation grant programs. The board voted to adopt resolution 2025-62 and authorized staff to forward the plan to FEMA for final approval.
Personnel items approved included anniversary and step increases for correctional-center employees, with new rates read into the record. The board also accepted the auditor’s report on fees collected for November 2025 and approved minutes for the Dec. 9 regular meeting.
Votes: motions on claims, the three resolutions (2025-60, 2025-61, 2025-62), personnel actions and minutes were moved and seconded and were recorded as approved during the meeting.
Next steps: staff will proceed with sign installation for the Minneapolis Road resolution when materials arrive, file the pre-disaster mitigation plan with FEMA, and record the subdivision as approved subject to normal permitting steps.
