APC endorses New Carlisle unified development ordinance update, citing clearer standards and new mixed‑use districts

The Area Planning Commission on May 19 voted to recommend that the New Carlisle Town Council adopt a consolidated Unified Development Ordinance. Donovan Smith of McKinney & Associates presented the updated code, which moves historic preservation and subdivision regulations into the zoning ordinance, adds two new districts (Mixed Use and Open Space Conservation), provides clearer building‑type standards, and revises parking, signage and screening rules to align with the town’s comprehensive plan.
Town staff and elected officials signaled support for the update. Carl Brown Grimm, associate assistant director of public works for New Carlisle, described the revision as a year‑long effort to implement the town’s 2024 comprehensive plan. Marcy Kaufman, New Carlisle town council president, said the council was "really excited to adopt the new unified development ordinance." The commission voted to forward a favorable recommendation to the town council.
