Staff said the borough has not received required surveys, parking plans or other materials that would allow staff to determine whether the work is development that requires the full process; the street file also contains prior variances that complicate parking changes on the corner lot.
Council members suggested staff and the owners meet to identify a concise punch list of missing items and to determine whether a limited submission could move the project forward. Staff reiterated that until requested information (such as surveys and a parking plan) is provided, the borough cannot rule that the project avoids land‑development review.
