Dr. Thomas walked trustees through the packet, noting most exhibits are unchanged and will be relocated into policy; she said only one exhibit (2:140e, board-member communications) contained substantive edits. Changes to that exhibit replace repeated references to "email" with the broader term "electronic means" and add guidance to reduce accidental "reply all" responses (the packet suggests using blind copy when sending material to the full board). The exhibit also flags Open Meetings Act compliance concerns.
On access-to-public-records policy (2:250), staff recommended adding that the district is not required to produce "junk mail" and clarified that FOIA requests sent by email must include the full request in the email body rather than as an attachment or hyperlink to reduce malware risk.
Trustees discussed several content items: a proposed option to continue notifying parents in advance of certain instruction related to child-abuse prevention topics (the administration said the district already gives multiple weeks' notice and can keep the notification in policy), and a class-size exhibit presented as recommended ranges (board members clarified the ranges are recommendations, not statutory requirements). Several minor language cleanups were also noted (for example, changing "children" to "students" for consistency), and several exhibits that concern internal procedures will remain in the procedural manual.
Board members asked clarifying questions and suggested small edits; Dr. Thomas said the recommended updates and the minor edits will be made and returned in section 7 for formal action next week.
