Flint board votes to develop handbook to clarify roles, reduce legal risk

The presenters said the handbook would not supersede board policy but would be a quick-reference guide aligned with board policy and legal requirements, and that legal review would be incorporated before final approval.
Consultants outlined a section-by-section drafting and review process with board committee input, annual review cycles and version control. They recommended appointing a vice-president liaison and using an amendment process so the handbook can be updated over time.
Trustees signaled support for the approach, noting past problems from contradictory policy updates and the value of consistent governance. The motion to allow administration and the consultant to move forward with handbook development passed by roll call, 6 yes and 1 no.
Board members directed administration and Tracy Davis to produce committee drafts for review and legal vetting prior to the board's final approval vote. Consultants suggested a target to have the draft ready for presentation at an October meeting and to coordinate the handbook work with planned trustee training.
