Flint board approves concept to pursue national board training pending contract and funding

The Flint School District Board of Education voted to approve, in concept, a national board training and certification program provided through the National School Boards Association, with the understanding that any contract and use of funds would come back to the board for approval. The motion passed by roll call, 6 yes and 1 no.
Tracy Davis, the board consultant, told trustees the program is designed as about 40 contact hours of training in modules—"We would kick off June 1 with building trust and vision, July 25 accountability and policy..."—with flexible weekend dates and a certificate presentation at the October conference. Davis said the sessions would cover governance roles, expectations for the superintendent and how to translate board goals into a work plan.
Board members asked for clarity about funding and the contract. Several trustees said the district plans to apply $21h partnership funding toward the training; Davis and her colleagues estimated the overall contract, after adjustments and added participants, at about $64,000. Trustee King asked whether approving the concept authorized payment; trustees and consultants clarified that the board was only endorsing the concept, not signing a contract. Trustee Rutherford said she wanted the contract and funding to be reviewed before any final approval.
After discussion, Trustee King moved to approve "the concept of the training pending the terms of the contract and funding," which was seconded and adopted by roll call vote: six in favor and one opposed.
The board directed staff to have NSBA send a draft contract for review and to return the finalized contract to the board for a subsequent vote before any funds are disbursed. The district will also apply for the 21h state partnership funding window noted by consultants; presenters said the funding application is due by June 5.
The vote advances the district's plan to pursue national governance training while preserving the board's right to review contract terms and confirm funding before any payment.
