Airport director details FY27 budget, project list and summer public meeting

Jeff Roach, director of Aviation and Transit, presented the airport enterprise fund overview and FY27 budget. He said the airport celebrated more than 1,000,000 enplanements in calendar year 2025 and has added routes and seats to the market, though carriers have pulled back some seats this year because of fuel and hub restrictions. Roach said air cargo declined sharply because of the USPS/FedEx hub network changes and that FedEx’s loss of a mail contract materially reduced regional cargo volumes.
Roach walked through operating revenues ($14.4M) and operating expenses (about $11.1M) and described capital project funding sources including passenger facility charges, rental-car fees and federal grants. He highlighted a $1.5M federal earmark for stormwater pond improvements and said a low construction bid will reduce expected costs. Jeff noted a ticket-counter construction project is scheduled to begin around June 15 and reminded council of a June 18 public meeting on the airport master plan to review draft alternatives before finalizing the plan for FAA review in the early fall.
In council questioning, members asked about parking impacts from third-party parking operations, baggage handling delays (attributed to airline staffing and operations, not airport capacity) and the timing and site constraints for a long-term parking structure (projected 2028–29). Roach said the airport is monitoring leakage to nearby markets (about 11% of the catchment area) and pursuing air-service development work with community partners and carriers.
Roach said airport operating revenues and capital funding are sufficient for planned projects and that the airport will use reserves for capital as needed; no formal vote or action occurred at the session.
