Chip Louthan, representing Commonwealth Commercial Properties and Ogburn Brothers, told the board the site is under contract and in due diligence and said the company expects to grow from about 25 employees toward as many as 50 in five years.
Louthan said the location offers rail access and local oak supply for the company’s log‑mat manufacturing. The planning staff noted the planning commission recommended approval 8–0 and staff attached conditions tied to VDOT review. Board members discussed whether the rezoning should be limited to Ogburn Brothers; counsel and staff advised the ordinary sequence is to rezone the property and, if desired, add post‑approval language about timing or conditions. The motion to rezone "upon closing" passed 5–0.
A related special‑exception hearing for a convenience store/fueling use across from Lewiston Plank Road (the Bridal Wright property) was also heard; staff recommended approval with VDOT conditions and the engineer for the applicant said construction could break ground one to two months after final approvals.
What happens next: staff will send a letter of approval with the board’s language and the planning department will process the closing and any required site permits. The rezoning record notes the planning commission’s recommendation and VDOT conditions remain part of the file.
