Nottoway supervisors approve VDOT six‑year secondary roads plan; Harper Road recommended for rural‑rustic treatment

Nottoway County supervisors unanimously approved the Virginia Department of Transportation’s (VDOT) proposed secondary six‑year road plan for fiscal years 2027–2032 after a May 21 work session and public hearing.
In a presentation before the board, Aaron French, PE, assistant resident engineer for VDOT, said the evening’s discussion was a preliminary planning meeting "so I can get that that forefront work done" and stressed that changes discussed in the work session "won't affect the plan that we are going to pass this evening in the public hearing." French recommended adding Harper Road to next year’s programming, citing steep grades and recurring maintenance costs: "after every large rain, we have to go out there with a motor grader... and it's a little bit costly."
Resident Trenton Jefferson urged faster work on another unpaved route, Clark Road, saying "that dust ain't no joke" and asking the board to try to address the road sooner. French said Clark Road’s recent traffic counts show it now qualifies for rural‑rustic funding and that, while it could be funded sooner using an unallocated telefee balance, the county’s programmed schedule would likely fund it later: "It will likely be funded in 2034," he said. He added he will include Clark Road in the draft plan the following March so it appears in next year’s programming.
The board moved to approve the plan as presented. Supervisor [motion-maker recorded in minutes] moved approval; the motion carried 5–0. French told the board a formal resolution would be prepared to document the action under sections 33.2‑358 and 33.2‑331 of the Code of Virginia as cited in the draft resolution read into the record.
The VDOT presentation also covered resurfacing contracts, a proposed 30‑mph speed study recommendation for a short section of Route 723 to ease site‑plan access, and a staffing change in the Petersburg residency.
What happens next: VDOT will prepare the formal resolution and the administration will include the approved plan in the county record. VDOT also said it will program Clark Road into the draft plan next March so the board can reconsider funding priorities at that time.
