He explained several specifics, including new sections on disqualification and forfeiture of office and updated election and tie-breaking procedures; the proposal clarifies how annual municipal elections and ties are handled to avoid ad hoc resolutions like coin flips.
A committee member asked why language referencing a municipal board of health was removed. Gray said the board’s functions are no longer applicable at the municipal level and offered to follow up with the town attorney, who was unavailable that day.
There were no in-person or virtual public commenters. Representative Ozinski moved to release HB 376 and Representative Dukes seconded; roll-call votes recorded the necessary affirmative votes and the motion carried. HB 376 was released from committee to advance in the legislative process.
Next steps: Representative Gray said he would provide follow-up on the board of health question and the bill will be posted and considered for further legislative action.
