Commissioners approve Martin Enterprises lease, airport fence change orders and several budget amendments

At its April 9 meeting the Martin County Board of Commissioners unanimously approved several routine but consequential items: a lease of county property to Martin Enterprises, construction phase amendments and change orders for the Martin County Airport perimeter fence, and a set of budget amendments that included opioid settlement funding and a state grant to complete airport fencing.
The Board adopted a resolution authorizing a lease of 6003 W. Main Street to Martin County Residential Services, Inc. (d/b/a Martin Enterprises) for a term not to exceed 10 years beginning April 10, 2026. County staff said the property will not be needed by the county during the lease term and the lease supports the nonprofit's vocational rehabilitation operations.
On the airport project, the Board approved a Recommendation of Additional Award and Change Order No. 2 to proceed with Phases 2 & 3 of the perimeter fence project. NCDOT approved additional state funding to complete the remaining work so the county will incur no local cost. The Board also approved Amendment #1 to Work Authorization #7 with Ardurra Group (formerly W.K. Dickson & Co.) for added construction‑phase engineering services paid from State Aid grant funds and the state Aviation Funding Safety Enhancement Program match.
The Board adopted budget amendment #34 to appropriate $3,000 for Register of Deeds supplies and #35 to record $485 in insurance proceeds for sheriff's vehicle repairs. The Board also approved opioid settlement appropriations: #36, $5,000 for MTW‑Open Armz Re‑Entry Program; and #37, $25,000 for a Family‑Centered Treatment Court. Finally, budget amendment #38 appropriated $1,557,232 in additional state grant proceeds for airport fence engineering, inspection and construction (Phase One), reflecting the NCDOT award.
All motions on these items carried 5–0. County staff said the perimeter fence funding is fully grant‑funded and that county finance staff will monitor grant compliance and construction milestones.
