The Washington Metrorail Safety Commission released its first five-year strategic plan, outlining four strategic goals intended to strengthen safety oversight, stakeholder engagement, transparency and the commission's organizational capacity. An agency presenter said the plan is informed by input from WMSC staff and commissioners, the Washington Metropolitan Area Transit Authority (WMATA), the Federal Transit Administration and other state safety oversight agencies.
"The mission of the WMSC is clear, to advance safety through independent oversight and effective enforcement," the presenter said, reading the commission's mission statement and saying the agency aspires to be a model for safety oversight in the region. The statement also noted that the WMSC was certified as the state safety oversight agency for WMATA's Metrorail system in 2019.
The plan groups work under four strategic goals. The first goal focuses on enhancing safety oversight capabilities through robust audits, inspections and risk mitigation; presenters said there are four objectives supporting that goal. The second goal emphasizes strategic stakeholder engagement to better align oversight practices with expectations. The third centers on promoting transparency, integrity and accountability through verifiable, consistent reporting; presenters said two objectives support this goal. The fourth seeks to strengthen the commission's organizational capacity.
Speakers listed six core values that will guide the plan: transparency, integrity, independence, collaboration, continuous safety improvement and safety excellence. The presenters described those values as creating "a culture of shared responsibility and proactive risk management" intended to deliver a safer, more reliable rail experience.
The full plan is available at wmsc.gov under the About Us tab, and the presenters invited public feedback on Metrorail safety and the commission's oversight role. One presenter closed by saying, "The commissioner, staff, and I look forward to implementing the strategic plan, and stay tuned because we will report on our progress periodically."
No formal votes or board actions were recorded in the statement; presenters described the document as a roadmap for future oversight and said staff and commissioners will carry out implementation steps and report back to the public.
