Deuel County commissioners approve interlocal aid agreement, boost transit funding and approve sheriff equipment

Deuel County commissioners met May 19 and approved a series of routine and emergency-preparedness measures while delaying a county health-insurance renewal.
The board voted to approve an Interlocal Emergency Mutual Aid Assistance Agreement for Panhandle counties, a contract presented by Region 21 Emergency Management Director Ron Leal intended to limit liability and enable resource sharing during emergencies. Commissioner William Klingman moved to approve the agreement; Commissioner Jim Reichman seconded and the motion passed unanimously.
The commissioners also increased the county's commitment to Kimball County Transit Service to $20,000 for the 2026–2027 budget year. Commissioner Reichman moved the increase and Commissioner Klingman seconded; the measure passed 3–0.
In personnel business, the board approved the appointment of Jim Way to the Planning & Zoning Board to fill the Chappell Rural district vacancy after two letters of interest were received and notices were published. The appointment was moved by Commissioner Reichman, seconded by Commissioner Jean Timm, and carried with Klingman absent for the roll call.
Public-safety items included the sheriff's request to purchase tactical safety equipment totaling $6,382.64 for storage in patrol vehicles. Commissioner Klingman moved to approve the purchase and Commissioner Reichman seconded; the motion passed 3–0.
Commissioners also approved payroll and claims totaling $129,369.22 (payroll $37,466.72; claims $91,902.50). The claims list included routine vendor payments such as Blue Cross Blue Shield for health insurance premiums, fuel vendors, GWorks services, and multiple election worker payments.
During the meeting, County Attorney Jon Stellar raised the topic of enforcing nuisance violations outside municipal limits and within the one-mile jurisdiction area; the board discussed the issue but took no formal action.
Public comment included an announcement from Chip Graves, the county veterans service officer, about Memorial Day services: “the American Legion and VFW have services for Memorial Day; Sunday May 24, 2026, at the Berea Lutheran Church at 2:00 p.m. and Monday May 25, 2026, at the Chappell Cemetery at 11:00 a.m.,” he said.
The meeting concluded with an adjournment at 9:52 a.m.; the next regular meeting was set for Tuesday, June 2, 2026.
