Waterford approves $1.48M in sewer lining work, adds budget adjustment

The Waterford Township Board on March 9 authorized sewer main rehabilitation work and a budget adjustment to allow the Department of Public Works to proceed with cleaning, lining and CCTV of identified sewer mains.
DPW Director Justin Westlake told the Board increased camera inspections revealed tree-root intrusion, cracked or disjointed pipes and other defects across the township’s roughly 360 miles of sewer main. To reduce future excavation and traffic disruption, the department recommended cured-in-place lining where practical.
The Board authorized a primary contract with Pipeline Management Co. not to exceed $1,030,960 (estimate $937,236 plus a 10% contingency of $93,724) and a smaller contract with SAK Construction LLC not to exceed $447,889 (estimate $407,171 plus $40,718 contingency) so the township can evaluate SAK’s performance this year. Westlake also requested a budget adjustment of $478,849 to account #59055-97010; the Board approved the request.
Staff said the sewer lining work is a budgeted 2026 expense, that Pipeline Management is a single-source vendor with an Oakland County contract, and that authorizing SAK on a partial scope would allow a performance comparison before committing to future projects.
What’s next: DPW will schedule field work and notify affected residents where traffic controls or bypass pumping are required. The Board’s motion authorized contingency spending and directed DPW to manage the contract within the approved account.
