The Tulare City Council unanimously adopted a resolution on May 19 approving a formal policy for handling service disruptions during hybrid public meetings to comply with California Senate Bill 707.
Melissa (staff) told council the policy outlines required procedures: how the council will announce disruptions, when it will recess to troubleshoot, how staff will document the actions taken and how proceedings will continue if remote service cannot be restored. Staff told council there is no fiscal impact and recommended approval.
Councilmember Medeiros made the motion to adopt the resolution according to the chief deputy city clerk’s recommendations; another councilmember seconded the motion. The resolution passed by voice vote (4–0).
Why it matters: SB 707 imposes requirements on public bodies about access and handling of technical difficulties in hybrid meetings. The policy provides a local procedure that staff said will be adopted by July 1 to remain in statutory compliance.
