Council allows expanded employee purchase of surplus computers and waives parts of policy

The council on Tuesday approved a resolution declaring a set of city-owned computers and laptops surplus and granted a waiver of portions of the surplus-computer employee purchase policy to allow an additional employee drawing for up to 104 staff members to purchase equipment at $50 per device.
Purchasing Director Connie Donnelly said the city’s initial drawing selected 70 employees; 33 have completed purchases to date and staff planned pick-up sessions for remaining selected employees. Donnelly asked the council to waive administrative requirements in section 11 of the purchasing policy — including the seven-day payment deadline and hand-delivery of forms — to avoid disqualifying shift-based employees such as police officers and firefighters who may be unable to meet the original timelines.
Council members discussed whether the policy itself should be updated rather than waived and directed staff to pursue a policy update. Donnelly said staff is working on broader revisions; council approved the surplus declaration and waiver so the employee program underway can continue without restarting the process.
