The Public Facilities Authority of the City of Sandy Springs on Tuesday approved a resolution appointing officers and naming John Paulson as vice chair and ratifying prior authority actions.
The PFA then approved two fiscal year 2026 budget amendments presented by Treasurer Tony Carlisle. Carlisle said a 2020 refunding of Series 2015 debt produced $16,674,801 in long-term savings but a March 2025 transaction to restructure Series 2020 produced only $980,460 in savings instead of an estimated $1.4 million, leaving a $419,540 shortfall. Carlisle recommended using $276,262 of a $900,000 contingency — composed of a $143,002.78 excess from Series 2025 and $419,540 shortfall netting $276,262 — to cover the gap; council approved the amendment.
Separately, the authority approved a request to allocate $477,333 from PFA contingency to fully fund a previously approved memorandum of understanding with Trammell Crow to construct 111 overflow parking spaces, leaving an estimated contingency balance of $146,405 if the transfer is executed. Carlisle said failing to use contingency would require a general-fund transfer.
Both amendments were approved by motion without additional amendment. The PFA adjourned after completing its agenda.
