Purchasing agent Chip Volk described the annual unit-price procurement and said the city received six bids. Tim Nolan's analysis used a three-year average of actual quantities and 2026 projections to determine low and second-low bidders. Based on that analysis, Asphalt Repair Solutions was identified as the low bidder and American Paving Specialists as the second-low bidder for both paving and road reclamation categories.
A board member moved to award contracts to both firms to ensure scheduling flexibility given a heavy work season; the motion was seconded. Staff noted the city had used two contractors in prior years for similar reasons. The board voted and the chair recorded the motion as carried unanimously with one member absent.
