Dubois County approves 2026 paving bid awards; several bridge closures scheduled

County Engineer Levi Leffert told the Dubois County Commissioners on May 4 that 23 miles of county roads are scheduled for paving in 2026, with work anticipated to begin on or after June 1.
Leffert reviewed a roster of bridge projects and closures: Blankenberger Brothers remains on schedule for Bridge 78 (CR 600 W over the Patoka River) with work expected to complete around mid-June; Bridge 107 (St. Anthony Road N) and Bridge 240 (St. Anthony Road W) will be closed beginning May 7 for rigid deck overlays performed by C & R Construction, with each closure expected to last about five weeks; Small Structure #16 on Dubois Road NE will close May 6 for beam and deck replacement with work expected to last approximately four weeks; Bridge 119 (Club Road) reopened April 24 after beam and deck replacement and its approaches will be paved later as part of Club Road work.
At 8:30 a.m. bids for multiple 2026 paving projects were opened. Leffert later recommended the low bidders and the board moved, seconded and unanimously approved awarding projects. The winning low bidders and read amounts recorded in the minutes were: Project 2026-02 — Calcar Paving ($93,495.05); Project 2026-03 — C & R Construction ($53,861.00); Project 2026-04 — Calcar Paving ($307,992.60); Project 2026-05 — Calcar Paving ($235,582.05); Project 2026-06 — JH Rudolph & Co. ($180,575.40); Project 2026-07 — C & R Construction ($171,578.00).
Leffert also discussed the Bridge Safety Improvement Project; Lochmueller received the highest score on Letters of Interest and INDOT authorized Dubois County to begin contract negotiations with Lochmueller using INDOT's boilerplate agreement. He noted an INDOT policy change to require formal ADA Transition Plan documentation (no more VCAP substitution options) effective July 1, 2026; Lochmueller's architectural firm has completed field assessments and the county expects an updated ADA Transition Plan in July for FY2027 submission.
The board approved the bid awards and instructed staff and contractors to coordinate closures, signage and paving schedules. Residents and staff will be notified of closures, and approaches will be paved as scheduled.
