Manitowoc County Board approves premises sublease with MPSD and UW–Green Bay; appoints new district supervisor

MANITOWOC — The Manitowoc County Board of Supervisors on Tuesday unanimously approved a premises use sublease agreement with MPSD and the University of Wisconsin Green Bay and confirmed several routine appointments and zoning ordinances.
Chairman Phipps called the board to order at 6:01 p.m. at the Heritage Center in the City of Manitowoc. Supervisor Lillibridge gave the invocation, and those present recited the Pledge of Allegiance. Clerk Jessica Backus recorded roll call showing 24 supervisors present at the start of the meeting with District 2 vacant.
During the public comment period, Jim Theyerl of the Town of Manitowoc discussed his individual driveway case with the board. Bob Desjarlais of the Town of Mishicot thanked supervisors for recently passing a data center memorandum.
The board’s consent agenda — which included approval of the April 28 minutes, multiple appointments to regional and county boards, and several zoning map amendments — was moved for approval by Supervisor Behnke and seconded by Supervisor Hammel and adopted unanimously.
The board appointed Gregg A. Wolf to fill the District 2 vacancy; according to the meeting record he took his seat and became a voting member.
Under committee reports, the Public Works Committee brought forward Resolution 2026/2026-15, "Approving Premises Use Sublease Agreement with MPSD and University of Wisconsin Green Bay." Supervisor Sitkiewitz moved to approve the resolution, Supervisor Weiss seconded, and the motion carried unanimously after discussion.
Other committee chairs delivered brief reports from the Board of Health, Expo‑Ice Center, Finance, Highway, Personnel, Public Safety and Transportation committees. No additional formal actions were recorded beyond the consent votes and the sublease resolution.
Supervisor Maresh moved to adjourn at 6:46 p.m.; Supervisor Zimmer seconded and the motion was adopted by acclamation.
The meeting record notes the board convened pursuant to Wis. Stats. 59.04. No vote tallies beyond "carried unanimously" and no amendments to the sublease resolution were recorded in the minutes provided.
