Supervisors approve $19.3M amendment for Brilliant Corners amid concerns about placement timelines

Vice Chair Supervisor Matt Dorsey explained that the item was referred out of committee without recommendation because the contractor has consistently missed its 75-day placement target, averaging roughly 140 days to place households. Dorsey said the department—Homelessness and Supportive Housing (HSH)—also bears responsibility for setting “unrealistic” targets and for procurement shortcomings. “This contract has a 75 day target when, in fact, the results are closer to a 140,” Dorsey said, and added that the department is reprocuring the function this spring.
Supervisor Connie Chan, speaking from the budget committee’s perspective, and Supervisor Sherrill echoed concerns about accountability and the need for realistic performance metrics. Sherrill said contractors “require adequate resources and support to be successful, but there must also be clear accountability when agreed-upon performance metrics are not met.”
Dorsey said he would vote to approve the amendment at today’s meeting despite these concerns, citing ongoing reprocurement and near-term progress. After discussion, the board took the item same house, same call and the resolution was adopted without objection.
Why this matters: Brilliant Corners provides housing-location coordination, subsidy administration and landlord liaison services for scattered-site permanent supportive housing. Supervisors said the contract’s performance and measurement approach will be a focus of forthcoming oversight and procurement changes.
