South Lebanon council approves subdivision plat, authorizes payments and reviews $812,000 community center roof grant

At its May 21 meeting the South Lebanon City Council handled a slate of routine but substantive municipal items, approving a subdivision plat, authorizing payments and hearing updates on city infrastructure projects.
The council approved Emergency Resolution 2026‑15, authorizing the mayor and clerk to execute the record plat for the Reserves of Grandin Pond Subdivision. The motion to waive the second‑reading rules was made and seconded, and the resolution passed. Vote tally recorded at the meeting: unanimous in favor of those present.
Council approved a then‑and‑now certificate and payment of $6,910 to H5 Traffic Safety for traffic control services related to work on Zohr Road. The motion carried.
Other procedural votes included setting June 5–7 as the citywide yard sale dates and waiving yard‑sale permit fees, preauthorizing travel expenses for Mayor Burke to attend the Mayor’s Association of Ohio conference in Columbus (June 23–25, 2026), and accepting invoices and April financial statements.
City Administrator Chris Hacker briefed the council on several infrastructure projects. Majors Enterprises has mobilized at the site for a new lift station near the Maine/Zohr/Bayou intersection; excavation was scheduled to begin June 1. Hacker also reported that a community center roof project has received $812,000 in grant funding and that bids for the roof repair were due June 5. For water‑tower rehabilitation, the apparent low bid opened at $540,000; the city’s engineer of record will complete a review and references check before a recommendation to council.
Director of Finance Tina Williams reviewed the April financial report and noted year‑to‑date tax receipts were about 9% lower than last year, a difference she said amounts to roughly $140,000 and is driven mainly by timing of estimated net profit payments from a couple of larger businesses; she said residential withholding and collections remain steady.
Law Director Chase Kirby told council that e‑scooter rules will be presented at a future meeting. Council also convened an executive session under Ohio Revised Code §121.22(G)(3) to consult with the law director about disputes that are the subject of pending court action; a recusal was requested for Mr. Smith and council returned with no action taken.
The meeting concluded with routine adjournment motions.
