Technology staff recommended a hardwired VoIP system with physical phones and on-premise servers to preserve redundancy and a more reliable 911 connection. Board members pressed on failure modes: "If the Internet went down ... we'd have no phone system," one director asked; technology staff acknowledged trade-offs and said the recommended hardwired option provided more resiliency. The board approved the recommended phone system; the motion carried on an ayes voice vote.
