Carbon County commissioners approve routine business, ratify grants and contract reviews

It also ratified general fund clearing account expenditures totaling $2,372,750.30 and additional batches of $610,238.38 and $228,199.01. Commissioners voted unanimously on the motion to ratify payments.
Among contract actions, the board approved a one‑year master services agreement with GovAI (formerly BTM Software Solutions) for an AP record management system at a total cost of $11,140 and a one‑year planned service agreement with Johnson Controls for rooftop HVAC units across county buildings at a total cost of $39,985 (an $8,845 increase attributed to adding the courthouse). The board also approved a Westlaw ProFlex renewal covering 10 users under a three‑year contract with variable monthly costs starting at $8,058.62 for the first year.
The board ratified submission of a grant application to the Pennsylvania Commission on Crime and Delinquency for a medication‑assisted treatment program at the county correctional facility. The project period is July 1, 2026, through June 30, 2028, and the total funding requested is $91,006.
Procurement items received but not awarded included bids for refuse collection and single‑stream recycling (Waste Management of Pennsylvania bid $169,764.64; Casella bid $249,096.18) and multiple bids for the Carbon County Whole Home Repair program. The board voted to table those bids and refer them to purchasing and the solicitor for review with recommendations due within two weeks; for one plumbing contract that received no bids, the board authorized re‑advertisement.
The board also approved a series of appointments and reappointments to county boards and authorities, accepted purchase‑of‑service agreements for Children & Youth services, approved vendor and security upgrades funded by AOPC grants for magisterial district offices, and accepted audit and monthly reports from several county offices.
