Parametrics presented a phased program of short‑term operational changes and longer‑term infrastructure options aimed at reducing chronic congestion and improving safety around the town’s primary arterials and school zones.
Consultants said an adaptive‑signal system combined with targeted geometric improvements (notably a recommended westbound capacity improvement at Trestle Glen) could deliver travel‑time reductions in the range of about 15–20% in favorable time‑of‑day conditions. “You could be looking at about a 15 to 20% decrease in travel time, depending on the time of day,” Parametrics said, adding that the actual benefit depends on how much infrastructure is changed and Caltrans’ approvals for state‑owned intersections.
The council authorized staff to include up to $180,000 in the FY27 capital plan for the pilot: up to $30,000 for coordination, Caltrans negotiations and design tasks and a further $75,000–$150,000 budget range for hardware and construction depending on what equipment and state approvals are required. Councilmembers also supported short‑term operational experiments with signal timing and asked staff to attempt near‑term timing tests with Caltrans as part of the initial $30,000 scope.
Public comment emphasized trying low‑cost, high‑impact steps (adjust signal timing and construction‑management plans to reduce contractor trips) and flagged the need for careful safety analysis for options such as roundabouts or additional lanes. The motion to adopt the study and authorize the pilot passed unanimously.
Next steps: staff will coordinate with Caltrans and Parametrics on the pilot scope, negotiate hardware/implementation needs and return with a funding and implementation schedule; council asked staff to explore contributions from neighboring jurisdictions that would benefit from the pilot.
