Commissioners approve Knife River portable asphalt plant permit and Elmendorf Hutterian Brethren site changes

The board approved a Conditional Use Permit submitted by Knife River to operate a portable hot‑mix asphalt plant in Amboy Township (Section 12). Conditions attached to the permit include compliance with Cottonwood County Zoning Ordinances #28 and #36; obtaining all required federal, state and local permits and fees; a waste collection method during construction; MnDOT signage and approved truck routes; erosion control; restriction of truck traffic to the west side of the quarry and Highway 71; restoration of impacted roads to their pre‑operation condition; and permit expiration on Nov. 30, 2023.
The board also approved a CUP for Elmendorf Hutterian Brethren in Mountain Lake Township (Section 25) to modify the original site plan. The approval authorizes a 100' x 106' school addition, a 34' x 60' single‑family home, a 16' x 80' cabin replacement, two 40' x 126' two‑bedroom duplexes, and an 86' x 323' community center. The motion requires the project to comply with County Zoning Ordinance #28, obtain all required permits and fees, and maintain waste collection and erosion controls during construction.
Both permits were approved by unanimous vote. The minutes record the motions and conditions; county staff will proceed with permit administration and enforcement of conditions.
