Commissioners authorize sale process for CVMC parcel, approve NCDOT easement offer and extend Verizon tower lease

The Catawba County Board of Commissioners on May 4 took several property and lease actions involving county-owned or county-controlled health-system property.
Surplus property and upset-bid process: The board declared the Catawba Valley Medical Center-owned parcel at 2050 Clark Way, Hickory, surplus and authorized the upset-bid sale procedure under N.C. Gen. Stat. 160A-269 after receiving an offer from Lutheran Home Hickory West Property, Inc. for $240,000 with the required 5% deposit. The board adopted Resolution 2026-11 to publish notice of the offer and accept upset bids during the statutorily required ten-day periods; the resolution specifies sale terms ("as is" sale, certified/cashier's check at closing) and reserves the board’s right to reject offers.
Drainage easement (NCDOT U-2530A 163): Policy & Public Works recommended approval of a contingent offer to acquire a Permanent Drainage Easement (8.282 sq. ft.) and a Temporary Construction Easement (0.147 acres) plus shrub removal on CVMC property at 2712 S NC 127 Hwy related to the NC 127 widening project. NCDOT’s contingent offer totaled $27,525.00 (breakdown: $350 permanent easement, $22,350 temporary easement, $4,825 improvements). The county’s approval of the easement is contingent upon recommendation and approval by the CVMC Board of Trustees.
Tower lease amendment with Verizon: The board approved a Second Amendment to the tower lease with Cellco Partnership d/b/a Verizon Wireless for the communications tower behind the Justice Center, extending the lease by two additional five-year renewal terms (total potential extension of 10 years) on substantially the same terms, with amendments to indemnification and insurance-verification language and an added E-Verify compliance clause.
The consent agenda motion that included the tower lease and other items carried unanimously. The board’s actions initiate the statutory advertising and notice process for the surplus sale and implement the lease and easement agreements subject to any contingent trustee approvals required by CVMC.
