Lycoming County reallocates ARPA funds to finish water projects, extends subrecipient agreement

The Lycoming County commissioners voted to approve Amendment No. 6 to a subrecipient agreement with the Lycoming County Water and Sewer Authority, moving the contract termination date to Oct. 31, 2026 and reallocating existing ARPA funds among local projects.
Kristen McLaughlin, who presented the amendment, said the amendment reassigns previously budgeted ARPA funds without increasing the overall agreement amount: the Limestone Water System distribution improvements were reduced to $344,690.18 and Mifflin Manor to $22,662.10 while funds were moved to the Schoolhouse Road Critical Loop project, raising that item to $390,227.94. "This is not an increase in the overall amount of the agreement," McLaughlin told commissioners, adding the amendment simply reallocates funds so projects that came in under budget can cover projects that need additional funding.
Commissioners asked whether the subrecipients would expend the reallocated funds before the end of the ARPA deadline; McLaughlin said yes and noted staff are working daily with subrecipients to ensure projects are moving toward completion. The board discussed the broader ARPA portfolio and the dwindling balance of available ARPA funds during the meeting: a commissioner observed that the county has largely expended ARPA allocations and praised staff for prioritizing generational, compliant projects.
The board approved the amendment by voice vote. County staff said they will reassess remaining ARPA requests later in the year and maintain a list of projects that were not fully funded for potential reimbursement or future allocation.
Next steps: County staff will continue monitoring subrecipient project progress and report at quarterly reviews; the amendment establishes the new contract termination date of Oct. 31, 2026.
