Council approves liquor and victualing licenses for 1157 Putnam Pike with contingent conditions after vendor objection

The Glocester Town Council on May 21 approved a transfer of a Class B liquor license for 1157 Putnam Pike — the building long known as Tavern on Main — to CLN JS LLC, which will operate as Eli’s Tavern, and separately granted a victualing (food service) license for the same location.
The hearing drew comment from Charlie Wilson of the Historic District Commission, who reminded the council that the Stagecoach Tavern building is listed on the National Register and that any interior changes must follow federal historic-preservation review. "The Stagecoast Tavern, AKA Tavern on Main, registered with the National Historic Register," Wilson said, urging care for the building’s historic features.
Applicant Eli Skinner told the council he plans to clean and reopen the restaurant. "My name is Eli Skinner. ... I'm just gonna take over, clean it up, a lot of cleaning, new equipment, and I would like to open it again," he said.
The council also disclosed an objection from Southern Glazer’s Beverage Company for $1,190.70 tied to the existing license. Councilors made clear any objection or claim must be satisfied before final issuance. The council’s motion to approve the transfer and the victualing license listed explicit contingencies: issuance of a valid state liquor license, payment of all town taxes, any required building and zoning approvals, fire and police sign-offs, a current certificate of good standing and permits, alcohol-service certification for employees, proof of appropriate commercial general liability and property-damage insurance (minimum amount to be set by the town solicitor), and discharge of any filed claims prior to issuance. The licenses were approved for interior use only and set to expire on Nov. 30, 2026.
The motion was made from the floor, seconded, and adopted by voice vote. The council did not record individual roll-call votes in the public minutes; the motion passed on the council’s voice approval.
What happens next: The applicant must satisfy the listed contingencies and file required documentation with the town clerk before the town issues the final licenses. Any creditor claims identified in the objection must be resolved before issuance.
