Applicant James Costin described his local ties and said RTQ Family Services holds an active contract with Delaware County Children and Youth Services to provide family mediation and community engagement. He said the day-to-day operation would typically include one or two program staff and that family-engagement meetings would occur during daytime hours and sometimes evenings or Saturdays. Costin said the proposal includes making the entrance ADA-compliant and adding a modest sign, but no intrusive lighting or exterior structures.
Resident Thelma Green McMillan, who remained sworn from an earlier item, expressed support for the proposal and said the city needs locally based mental-health and family services after closures of nearby facilities. No party status requests were recorded and no board members recorded opposition during the vote.
A board member moved to grant the requested zoning relief for 2804 West 10th Street; the motion was seconded and the board approved the application. The decision will be issued in writing within 45 days.
