Youngstown council approves large consent package, authorizes notes and appoints Katrina Donald

Youngstown City Council on March 20 suspended rules and approved a broad consent agenda that included zoning changes, contract approvals and other ordinances, and recorded several roll‑call votes.
The clerk read an ordinance authorizing the issuance and sale of notes in a principal amount not to exceed $1,900,000 in anticipation of bond proceeds to pay costs of renovating the City Hall annex and retiring outstanding notes. Council then moved and seconded to suspend rules and present multiple ordinance items for passage as a consent package. After roll call, the suspension and passage of items 1–21 and 23–32 were approved 7–0.
A later block of ordinances (26‑109 through 26‑120 and 26‑122 through 26‑131) was also suspended and passed by roll call with a unanimous 7–0 vote. Among third‑reading items, ordinance 26‑80, authorizing an economic development agreement with 3827 Market Gas Inc., passed 7–0. Ordinance 25‑4‑31 (a zone change at 1224 North Bill Vista) also passed by a 7–0 vote.
Council addressed nominations for an MBSD appointment. Katrina Donald and Brian Youngblood were both nominated; the roll‑call vote for Katrina Donald passed 6–1 (six yays, one nay) and the vote on Brian Youngblood failed 6–1 (six nos, one yea), making Katrina Donald the appointee.
Council also referred zoning items 33 and 34 (including a zone classification change at 1731 Glenwood Avenue) to the planning commission and moved ordinance 26‑121 (Exal Court sanitary sewer improvement project) to a third reading for further consideration.
Why it matters: unanimous passage of large consent packages accelerates projects and contracts that affect city services and capital work, and the $1.9 million note authorization is a substantive financing step toward renovating the City Hall annex.
