The Caroline County Board of Commissioners on July 8 voted to table Resolution 2025‑020 — a Maryland Environmental Service request to issue revenue bonds to fund construction of two landfill cells — and asked MES to provide a cost breakdown and bid results before the matter returns to a future meeting.
A commissioner said the proposed two‑cell financing (roughly $28 million for the two cells as presented in the draft resolution) appeared large compared with prior cell construction costs and asked staff to obtain detail on bid results, minority participation impacts and the components of the requested amount. Staff agreed to invite MES to the July 22 meeting to present the requested clarifications.
Separately, commissioners removed from the consent agenda a vendor contract for bank run with J. Richard Breeding Excavating Incorporated to consider as an action item. One commissioner announced they would step aside for that item because of a potential conflict and turned the meeting to Commissioner Porter. After staff confirmed the procurement followed the county purchasing manual and that the lowest‑cost provider was presented, the board moved, seconded and approved the contract by voice vote.
No in‑person public comments were recorded on either item at the meeting. Commissioners directed staff to secure MES representatives for the next meeting to answer the cost and scope questions before final action on the bond resolution.
