The Davie County Board of County Commissioners voted to go into closed session to receive instruction from staff and negotiating agents on a proposed real-property acquisition and to consider the qualifications, competence or appointment of an individual public officer or employee.
Chair Bonita Finney cited N.C. Gen. Stat. § 143-318.11 as the authority for the closed session and read the stated bases on the record: negotiating position and price terms for a proposed contract to acquire property, and personnel matters concerning an individual’s qualifications or conditions of employment. A motion to enter closed session was made and seconded and the board left open session.
The board later returned to open session; no additional public action arising from the closed session was announced on the record before the meeting adjourned. Because the matters discussed fell under statutory exemptions for confidentiality, the transcript records the purpose and statutory citation but does not include the content of negotiations or personnel deliberations.
