Corte Madera commission approves draft public art policy; applicants to fund installations

The Corte Madera Parks & Recreation Commission voted May 18 to approve a draft public art policy that establishes an application process for public artworks and lays out vetting, community engagement and appeals procedures.

Staff introduced the policy as the town's first formal public-art framework. The draft outlines who may apply, location criteria, required applicant materials (artist bio, description, site plan), community outreach in the proposed area, and a standard agreement placing responsibility for installation and maintenance with the applicant. Staff explained the policy is intended to be largely applicant-funded; the town would generally not pay for installation, although public-works site preparation could be considered for safety or accessibility reasons.

During discussion commissioners asked whether the program would be reactive (responding to artist submissions) or proactive (the town seeking artists and sponsoring projects). Staff said the draft is intentionally application-driven to begin with and that a future arts commission or targeted outreach could create more proactive programming. Commissioners also asked about vetting applicants and decommissioning procedures; staff said applications will include artist bios and that decommissioning for safety or deterioration would follow a review process with opportunities for the artist to respond.

A motion to approve the draft policy as submitted passed on a roll call: Commissioners Rose, Zmack, Hansen, Vice Chair Kondoria and Chair Miles recorded yes; Commissioners Hoskins and Stollier were recorded absent. Staff said the approved draft will proceed to town council for final review and possible adoption.

Next steps: staff will finalize contract language and appeal procedures, coordinate ADA or site-prep work with Public Works as needed, and prepare the item for town-council consideration.
