The manager said both options would require engineering and that federal or state grants would likely be needed.

Some members urged the assembly to let the manager and staff finish vetting costs and DOT clearance for Fire Station 1; others argued the motion on the floor simply asked staff to prepare a Fire Station 1 plan and would not prevent continued study of alternatives. An amendment to cease consideration of the 14th Street option was defeated. The main motion to direct staff to develop a plan for Fire Station 1 failed on roll call.

The manager said staff will continue refining cost estimates and explore grant opportunities; assembly requested a future discussion or work session focused on funding options and a comprehensive set of site-cost comparisons.
