Regional CCS committee adopts quarterly policy updates, revises county provider lists

The Regional CCS Coordination Committee approved a set of quarterly policy and procedure updates at its April 14, 2026 meeting in Bayfield County, including changes designed to formalize existing practices and update county provider lists.
Staff member Julie Winter, who presented the updates, said the policies and procedures for each county are now posted on their county CCS websites and that yellow highlights on the presentation indicated additions while red strike-throughs showed deletions. The changes include allowing Confirmation of Needs Forms to be signed by physician assistants, doctors of osteopathy or advanced practice nurse practitioners (DO, PAC, APNP) in addition to medical doctors; writing into policy the previously practiced requirement that CCS Service Facilitators administer the Columbia Suicide Severity Rating Scale (C-SSRS) within 48 hours of a participant’s hospital discharge; and cross-references to an approved list of Masters- and Bachelor-level CCS providers.
The policy packet also revises the Current System of Services — Care Coordination section to add the Aging and Disability Resource Center of the North (ADRC) and to remove services no longer provided through Ashland County CCS, and it removes Ashland County Community Support Program (CSP) from the Outreach Service section. Monitoring program compliance was updated to use an Abbreviated American Society of Addiction Medicine (ASAM) evaluation rather than a full evaluation.
Winter also reviewed vendor-list updates for both counties. For Bayfield County, staff added Compass Counselling LLC and restored Thomas (Tom) Croteau to the provider list; Barry Wolffe was added to Christian Servants Home Care; Sam Christman and Amisha Hamann were added to NorthLakes Community Clinics; and Jessica BigBoy was added to Rocky Hill Parent Peer Specialists LLC. For Ashland County, Bunnell Therapy and Life Coaching LLC was added and several other provider adjustments were recorded. The committee did not take further formal action on the policy packet beyond the informational presentation.
The committee earlier approved routine minutes and closed the meeting after the policy discussion. The policy updates are now posted to the respective county CCS websites, where providers and Service Facilitators can review the finalized language.
