Chris (introduced by the mayor as Chris Massenet) described the two areas: one on the west side near the Roosevelt Avenue roundabout and one on the east side near the county fair/expo grounds. The two petitions as filed cover five parcels totaling about 18 acres; both are vacant and zoned R‑2 (low‑density residential). Staff recommended modifying each petition to include adjacent parcels to produce a more regular boundary; with those additions the total area under consideration would be roughly 38 acres with an assessed value of about $8.5 million.
Staff noted water and sewer stub connections are available near the properties and that inclusion would require the annexed area to adopt the city's land‑use and zoning designations and assume any portion of city bonded indebtedness as applicable. Council members discussed processing the petitions separately to address equity for parcel owners, and one council member asked staff to consult the city attorney about whether applicants could be required to fund a consultant or otherwise defray city staff costs if the annexations proceed.
