Alabama pardons and parole board denies multiple parole requests, grants several pardons and conditional paroles

The Alabama Board of Pardons and Paroles met June 11 in Montgomery and issued a series of parole and pardon decisions affecting dozens of inmates. Chair Leigh Gwathney presided over the session, which the board said was held under Alabama Code, Title 15, Chapter 22.

The board denied parole for multiple inmates, including Brandon K. Graham (AIS# 324757) and Grady McClendon (AIS# 275983); both denials include a reset/review date of June 2030. Victim Cindy Champion, VOCAL representative Venesha Forbes, and Jackie Fowler, a victim services officer with the Attorney General’s Office, spoke against Graham’s parole. The board also denied parole for several other individuals with either specified reset dates or no reset date, as recorded in the docket.

The board granted parole for other cases with specific reentry conditions. Carlos J. Anderson (AIS# 267297) was granted parole with conditions including completion of the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring and referral to Jobs To Move America for reentry assistance. Jeremy S. Grant (AIS# 262396) and Keith N. Renfroe (AIS# 311618) were granted parole with conditions listed in the minutes—PREP where noted, GPS monitoring, mental-health follow-up and drug assessments. Ratasha Lanell Evans (AIS# 287121) was granted parole with requirements to complete the Mobile Day Reporting Center (DRC) program, wear a GPS ankle monitor and complete a drug assessment upon release.

On pardons, the board issued several restorations of voting rights and full pardons. Spencer L. Reaves (AIS# 237552) and David K. Vance (AIS# 827391) received full pardons restoring all civil and political rights. Several petitioners—Leesa T. Morrow (AIS# 317862), Barry L. Travis (AIS# 260312), John N. Miles Jr. (AIS# 153439), Ashley D. Perry (AIS# 827327) and others—were granted restorations limited to voting rights. Michael S. Brannon (AIS# 168682) was granted a pardon that included relief from the habitual-offender act and firearms disabilities, as specified in the minutes.

The board reviewed a list of delinquent parolees and other administrative files and recessed for lunch from 11:45 a.m. to 1:00 p.m. The meeting adjourned at 3:41 p.m. The board’s next meeting was scheduled for June 12, 2025 at 8:00 a.m. at the same address.
