The Lake Stevens School District Board took several actions on April 29 to advance capital projects and review design guidance documents. Directors approved final Guaranteed Maximum Price (GMP) amendment three to the GC/CM contract for New Elementary School Eight (Resolution No. 10-26), passed an intent-to-construct resolution (No. 11-26), approved a final GMP amendment for the Safety and Program Improvements Project (Resolution No. 12-26), and authorized staff to sign an electrical easement with Snohomish PUD for the New Elementary Eight site.
Dr. Gina Anderson, Schools Chief of Innovation, Compliance and School Support Operations, provided updates on Elementary #8 and the Glenwood project, described a collaborative design process and safety/security design principles (including "concentric circles" of secure perimeters and controlled entries), and explained that a draft of the educational specifications (edspecs) was included in the board packet for review. Anderson said edspecs document district values, priorities and facility requirements and are necessary to qualify for state matching funds through SCAP. Robb Stanton confirmed the draft is public but noted it is being provided to the board for review before broader sharing.
Why it matters: Passing GMP amendments and establishing easement authority clears contractual and utility hurdles that permit continued construction activity. Accepting edspecs for review is an important step because state SCAP matching funds depend on alignment with required educational specifications.
