Ian Ryenax, lead for the city’s parking study, told commissioners the review of 2020–2025 data found 112 parking variances were requested and many developments are over‑parked compared with demand. “Shopping centers had an average peak occupancy of 61.5% of Title 19 requirements,” he said, citing observations that medical and office sites often used far less parking than code assumes.
The amendment will permit applicants to exceed maximums or reduce minimums via parking demand studies, add a 150% maximum cap option (as neighboring Clark County did on some land uses), and require bicycle parking for applicable uses equal to 5% of required vehicle parking with secure two‑point locking racks.
Staff framed the changes as a response to evolving travel patterns — ride‑share, telecommuting, e‑commerce — and to reduce heat‑island and land‑use inefficiencies from large paved lots. Commissioners asked about landscaping and tree requirements; staff said related urban forestry and Title 13 amendments are planned for a future hearing.
The Commission approved the amendment and will forward it to City Council in ordinance form.
