CGMC representative tells Baxter the coalition champions greater Minnesota priorities and invites city to join

“We're the voice for greater Minnesota cities at the capital,” the CGMC representative said, describing how the coalition complements the broader League of Cities while concentrating on issues affecting smaller and nonmetro communities.
The representative outlined policy priorities CGMC plans to press in the coming legislative cycle, including housing, bonding for public facilities (water and wastewater infrastructure), local government aid and regulatory engagement such as rulemaking at the Minnesota Pollution Control Agency (MPCA). The representative said the coalition also provides communications support, administrative-law and legal work when many members are affected by agency rules, and convenes member policy committees to develop positions.
The presenter described member services and events: a fall conference in Grand Rapids where policy platforms are ratified, a legislative day in St. Paul, and a weekly membership newsletter (referred to in the presentation as the CGMC brief). He said the coalition has produced toolkits — for example on paid family medical leave — and offers member-only summary reports such as labor data that participating cities can use during local negotiations.
On membership costs, the representative explained CGMC’s phased dues structure for new members (25% the first year, 50% the second, 75% the third and full dues thereafter) and gave the first-year example of $3,995 for Baxter. He said Baxter had not been a member during his tenure (he said he has worked in this role since 2007) and that the coalition would welcome the city’s participation.
When asked whether nonmembers may attend CGMC conferences, the representative answered yes and said registration is open; to join, the council would pass a resolution for the coalition to process the membership and the city would then receive the organization’s member communications and resources.
The CGMC representative said the coalition is beginning policy development for the next legislative session and emphasized member-driven priorities as it prepares for a crowded and tight budget environment at the state capital.
Next steps mentioned to Baxter officials included attending the fall conference in Grand Rapids and considering a council resolution should the city wish to join.
