The Roseville City Council on April 6 approved several business items including awarding the general‑site work contract for Rosebrook Park improvements, endorsing a lake permit application to Ramsey County and making two community advisory appointments.
Park project and contract award: Park & Recreation Director Matt Johnson told the council the Rosebrook project package — a recirculating splash pad, new playground, added parking, shade and landscaping — is a roughly $1.3 million effort funded from a mix of CIP items and grants, including a $213,000 Minnesota Pollution Control Agency community resilience grant that enabled the recirculating splash‑pad system. Johnson said the lowest responsive bid for the general‑site work (New Look Contracting) was $677,000, about $131,000 above the engineer’s estimate after the project added neighborhood‑requested elements such as increased splash‑pad flow and shade structures.
Councilors reviewed value‑engineering options but retained community additions such as pathway lighting and shade, and discussed funding sources. Staff proposed covering the overage roughly half from park‑dedication funds (raising that project allocation from $267,000 to $332,000) and half from Parks & Recreation fund reserves; several council members supported prioritizing the restricted park‑dedication funds for this use. The motion to award the contract and approve the funding approach passed unanimously. Johnson said construction would start in about a month with a target to complete work this summer; he estimated a full replacement of the splash pad would be minimally 20 years out.
Lake permit endorsement: Deputy Police Chief Joe Adams presented the Lake Aaso Safe Boating Association’s request that Roseville endorse its application to Ramsey County for renewal of a water‑ski slalom course permit at a longtime location on Lake Aaso. Adams emphasized Ramsey County issues the permit but noted the council’s long‑standing 1997 policy that allows city public comment on lake permits. With no public opposition, the council moved to authorize forwarding the association’s request to the county; the motion passed unanimously. Council members asked staff to revisit the 1997 process in the future and noted Ramsey County is discussing a possible multi‑year permit option.
Appointments and routine business: The council appointed Julie Grape (to a Falcon Heights Les Bowlstead advisory committee seat requested by Falcon Heights) and Charles Tedar (to the Public Works, Environment & Transportation Commission) from among recent applicants; both motions passed unanimously. The council also approved two sets of minutes and a consent agenda that included routine payments, temporary gambling and liquor permits, equipment purchases and an amended joint‑powers agreement related to the violent crime reduction unit.
The council closed the on‑camera portion of the meeting and moved into a closed session under state statute to discuss a potential real property purchase/sale at 1145 Woodhill Drive.
