Lake County Recreation Agency chair outlines regional priorities, cites funding shortfall

Brandon Disney, mayor of Lakeport and chair of the Lake County Recreation Agency (Lake Rec), updated the Clear Lake City Council on regional recreation planning and priorities on May 21.
Disney said Lake Rec — a joint powers authority formed in 2023 with two representatives from each of the three jurisdictions — focuses on regional recreation planning and investment. He listed Burns Valley Recreation Center and the Westside Aquatic Center as the agency's two keystone projects and said the Mount Konocti trail work and regional programming are nearer-term, "low-hanging" goals.
He noted Lake Rec has no dedicated funding source and limited staffing, relying largely on coordination and staff time from participating jurisdictions. Disney cited polling and feasibility studies conducted in 2021 and later, saying 87% of surveyed voters supported more recreation funding during earlier outreach, and urged councils to consider modest budget investments to accelerate regional progress.
"A moderate investment can really accelerate regional progress for recreation in Lake County," Disney told the council, and he asked for feedback as Lake Rec prepares to pursue grant opportunities and present more detailed plans.
Councilmembers thanked him and referenced local volunteer groups and trail alliances that have supported trail construction and summer programming. Disney said staff will continue outreach and return with additional details as they pursue funding avenues.
