Needles council rejects animal-shelter bid, programs SB1 road projects and approves major water and facility change orders

At its May 19 meeting, the Needles City Council took a series of formal actions on public works and procurement items.
Rejecting a single bid for the animal-control restroom addition, the council authorized staff to revise plans and re-solicit construction after staff cited a lone $348,000 bid for a roughly 200-square-foot addition as noncompetitive. Council recorded a roll-call vote approving the rejection.
The council adopted Resolution 2026-10 to program state SB1 (Road Repair and Accountability Act) funds for fiscal year 2026–27. Staff explained the program will target local road and sidewalk repairs (Luna Vista, Rio Vista, J Street, Coronado, Rainbow, Balboa and a sidewalk-safety repair program) and that annual allocations (reported as ~$138,600 per year) had been lumped to approximate $547,000 to fund the next phase of projects.
On facility work, council accepted Change Order #1 (final) for the 19th Hole kitchen remodel, increasing the total contract to $54,722.80 after a $4,683.80 adjustment to address field conditions and an ADA stair modification. Staff recommended executing a notice of completion for that project.
On water infrastructure, council approved Change Order #3 to the public-works agreement for water-main and manifold improvements with Pyramid Building & Engineering, adding $196,278.46 and bringing the total contract to $1,498,988.88. Staff said the work includes system improvements to reduce the risk of widespread outages, cited multiple professional approvals and noted that the project is covered by a State Water Resources Board grant program.
Council also directed staff to proceed with lower-bid exterior painting and lattice replacement for the administration building facade (painting bid ~ $8,700; lattice replacement bid ~ $3,500 with an optional $500 sealant), and unanimously appointed Council Member Ellen as the alternate delegate to the San Bernardino Regional Housing Trust.
