"Tonight is an opportunity for this board, this community, and our department to thank the officers who bear the weight of this responsibility and always step forward in times of crisis," Police Chief Gutsho said as he opened the presentation during National Police Week.
Chief Gutsho described Officer Matthew Hart's response on March 27, 2026. After being dispatched to a medical‑aid call, Hart entered a residence and found an adult male unconscious and in cardiac and respiratory arrest. Hart retrieved medical equipment and initiated CPR until the Antioch Fire Department arrived; the chief said Hart's actions contributed to restoring the victim's heartbeat before hospital transport and the patient subsequently recovered. "Officer Matthew Hart is hereby awarded the life‑saving award and medal for his actions on March 27th, 2026," Gutsho said.
Chief Gutsho then described Officer Patrick Conrad's response on April 2, 2026. Conrad responded to a separate medical‑aid call, found an adult male unresponsive and in respiratory arrest, and immediately began life‑saving measures, including CPR, until paramedics assumed care. The chief said Conrad's response contributed to the victim's resumption of spontaneous respirations before ambulance transport and that the person recovered. "Officer Patrick Conrad is hereby awarded the life‑saving award medal for his actions on April 2nd, 2026," Gutsho said.
The chief thanked both officers for "exceptional professionalism, decisive action, and outstanding devotion to duty," and asked the audience to join the board in congratulating them. He noted, without naming them, that the two people whose lives were saved were in attendance and had recovered.
The awards were presented as part of the evening's recognitions; no policy actions or votes were associated with the presentations.
