Andrew Jury, commander of the Investigative Services Unit for the Richmond Police Department, told the Board the HTCU provides training and certifications for the department’s assigned detective and that the renewal carries no cost to the city. "This contract is already in place. We're seeking to seek renewal for another 5 years," Jury said during the meeting.
After the Board approved the renewal by voice vote, a board member asked that the police chief be authorized to sign the contract because the agreement was not in law department boilerplate form; the Board approved that authorization by voice vote as well. The minutes record these approvals but do not show a roll‑call vote or a dollar amount for the contract.
