Big Rapids approves $5.6 million water-main replacement award, contingent on MEDC grant approval

The Big Rapids City Commission voted to accept a low bid from Gerber Construction for the South State Street water-main replacement project and to issue a notice of award, contingent on a final sign-off from the Michigan Economic Development Corporation (MEDC).

Todd Richter outlined the project and said it had been bid three times; prices have not fallen and the city received similar bids each time. The project carries an MEDC CDBG grant of approximately $2.5 million; the remaining cost (roughly $3.1 million) is the city’s responsibility unless other savings or funding adjustments are made. Richter said the award will be contingent on MEDC’s approval before the city executes a contract.

Commissioners discussed technical constraints that raise the bid price, including seven required roadway borings across a state trunk line, traffic-control staging while maintaining traffic, and specialized construction timing around Ferris State University events. Staff said additional assessments required by the grant (environmental and historic resources reviews) have been completed.

Commissioner comments emphasized the project’s necessity after recent water-main breaks and the age and brittle condition of existing cast-iron pipe. The commission approved the motion to accept Gerber’s bid; staff said they would hold the notice of award until MEDC confirms its acceptance so the city may not sign a contract until the grant authority signs off.

Next steps: staff will issue the formal notice of award, collect required bonds and insurance from the contractor, and work with MEDC to finalize grant terms and the schedule for construction expected in 2027.
