Commissioners expressed frustration with RESTORE Act procedures and oversight, noting heavy reporting burdens and perceived dominance by better-resourced consortium members that can manage the paperwork. “It almost feels like … every time we turn around there's more and more,” one commissioner said, and another warned the process can disadvantage small counties that lack large administrative staffs.
Staff noted the county will submit required semiannual metrics and observational counts of launch users and emphasized the importance of getting reporting correct to avoid legal counsel fees or rejected reimbursements. The board approved the plan by motion.
